State of Our State 2018 Policy Brief: Broadband

Developed in partnership with the Center for Rural Strategies, this policy brief addresses Tennessee’s challenges in increasing broadband internet access and affordability, particularly for rural and low-income families.

Though progress is being made thanks to the Tennessee Broadband Accessibility Act, the brief finds that thousands of Tennesseans, especially those in rural areas, do not have access to broadband internet, and many who live in areas where the service is provided, cannot afford it.

The brief also highlights solutions other states have implemented to improve broadband deployment and affordability, providing a menu of options for how our state government can play a role in further incentivizing broadband build-out by providers and alleviating affordability barriers for customers, while also meeting the diverse needs of our under-served communities.
